Meet the board

Our board is made up of professionals with many years of experience in the housing sector who drive us forward and shape our strategy.

This powers our operations and generates ideas that have helped us become one of the leading housing service providers in the UK.

  • David Skinner (also known as David Frederickson), Chair

David's housing experience began in the public sector when, as a Sheffield City councillor, he chaired the Housing Management Committee, administering the city’s extensive housing stock.

He is a member of Youlgrave Community Land Trust which, in partnership with Peak District Rural HA, has built eight affordable houses for local need in the village.

David was employed by the Church of England in Sheffield as a community worker for fifteen years. After a mid-life crisis he retrained at the Bristol Old Vic Theatre School and has worked as a professional actor ever since using his stage name David Frederickson.

  • Derek Harvey, BA, CPA, FCCA

Derek was a Director of Finance and Deputy Chief Executive in the NHS for many years.

He ran his own consultancy business for over 20 years providing financial and managerial advice to a broad range of organisations.  He was a Governor of South Warwickshire College for 12 years, where he was Chairman of the Finance Committee and Chairman of Governors.  He was Chairman of Mid Warwickshire Mencap for nearly 10 years and is also a Director of Warwickshire Rural Community Council.

  • Reg Ward

Reg is Chair of Leicestershire Rural Housing Association.

He joined the Board with the aim of improving the provision of rural housing. He is retired and recently stepped down as a Councillor at Hinckley and Bosworth Borough Council.

Reg considers his role as assisting in engaging with communities, and considers the key issues facing the Association are the funding and burden of central bureaucracy which he feels impedes good quality delivery of services.

  • Bradley Swingler

Bradley is the Chair of Northamptonshire Rural Housing.

He is an Associate Director at commercial property consultants Lambert Smith Hampton, based in Northampton.

He previously worked for South Northants Homes (SNH), where he worked with the Major Works Team delivering decent homes standards to its 2,900 homes.

Bradley is a strong believer in affordable housing and has seen first hand how it can help to develop and promote communities.

  • Joanne Tilley

As Corporate Services Director at emh, Joanne is responsible for governance, communications, corporate policy, continuous improvement, diversity, customer information services, co-regulation and promoting tenant scrutiny.

Joanne also takes a lead role in pursuing non-development business opportunities.

She started her career in housing management and has also worked in research, information, and care and support, joining emh in 2004. Joanne is a member of the Chartered Institute of Housing.
